近日热传的“拯救互联网计划”，实际是围绕一份名为《Contract for the Web》（网络契约/互联网契约）的文件，它主张保护互联网不被滥用，确保互联网始终被用于造福人类，避免互联网滑向“数字反乌托邦”的深渊。

文件由万维网（WEB）之父蒂姆·伯纳斯-李公布，背后有80个组织参与起草，目前已经有150多个公司和组织宣布参与，其中就包括互联网权益组织“电子阵线基金会”、微软、谷歌和深陷数据泄露问题的Facebook。目前尚无中国公司参与。

《Contract for the Web》概述了九大核心原则，其中分别针对政府、企业、个人各三项原则，具体如下：

针对政府的三大原则：

1、Ensure everyone can connect to the internet。即确保每个人都可以上网。

2、Keep all of the internet available, all of the time。即确保所有网络都能实时访问。

3、Respect and protect people’s fundamental online privacy and data rights。即尊重并保护人们的在线隐私和数据。

针对企业的三大原则：

4、Make the internet affordable and accessible to everyone。即让每个人都能负担得起访问互联网。

5、Respect and protect people’s privacy and personal data to build online trust。即尊重并保护人们的隐私数据来建立网络信任。

6、Develop technologies that support the best in humanity and challenge the worst。即开发能够支持人性之善并抵制人性之恶的技术。

针对个人的三大原则：

7、Be creators and collaborators on the Web。即用户应成为网络上的创作者和协作者。

8、Build strong communities that respect civil discourse and human dignity。即建立能够尊重公民话语权和人类尊严的强大社区。

9、Fight for the Web。即为网络而战，确保网络始终是开放给全世界每一个人的公共资源。
